Two notable exceptions that you didn't put on this list (and should have):
Deus Ex: THe RPG/FPS game that was considered perfection when it released during 2000. A cyberpunk story that was amongst the first to offer a combination of heavy character customization, great cyberpunk story, branching narrative points and consequences to actions. For over nearly 15 years, it would remain atop the video game Hall of Fame lists around the World.
Witcher 3: A truly brilliant action RPG that was the game to unseat Deus Ex from the # 1 spot.
